drug consequences

I reckon we should band drugs in new Zealand but how?, if we want to change the fact that people bring drugs in new Zealand we need to do breathing test to 14 and above and check in their suit cases and if their clean they can go, but for the people that has fail there breathing test and have any type of drugs on them  if its their first time coming in new Zealand they would be let go of but we take all the drugs they have in the bag and give it out in the trash to stop any drugs coming in new Zealand. and for the people that has been in new Zealand would have to choices 1st choices  either you get to go rehab for 2 month or go to jail for 5 months.
